After the Shift
A road inspector for Le Corbusier's rationally planned Chandigarh spent eighteen years cycling into a protected forest after work to build a secret twelve-acre kingdom of gods and goddesses out of smashed pottery, broken bangles, and discarded toilet bowls.
Nek Chand was a road inspector for the Public Works Department of Chandigarh, the most rationally planned city on earth. Le Corbusier drew the grids. Nek Chand inspected them.
After his shift, he cycled into the forest.
He was hauling rubble. The government had razed roughly 24 Punjabi villages to clear the ground for Chandigarh, and Nek Chand was wheeling the debris into a forest conservancy that had been legally protected since 1902. Smashed pottery. Broken bangles. Discarded toilet bowls. He built at night, by the light of burning tires. He was constructing a kingdom of gods and goddesses out of concrete and trash. He had learned the concrete work by watching the Government Center go up.
He kept going for eighteen years. Chandigarh, at that point, was only twenty-two.
By the time inspectors stumbled on it in 1975, the secret kingdom covered twelve acres and held hundreds of figures. It sat a few hundred yards from Le Corbusier's Palace of Justice.
The law required them to bulldoze it. Instead they gave him a salary, fifty laborers, and an official job title.
